Government is God's Servant

Romans 13:3-5
For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience. (NIVUK)

The Roman Empire was noted for its fair legal system and strong administration of conquered territories.  It was multi-cultural and multi-ethnic, but although many religions were tolerated, Jesus Christ was not officially honoured (after all, the Romans had crucified Him).  Those who followed Him were considered as belonging to an illegal religion.  Practically, the military and civil leaders believed that they had absolute authority and were only answerable to Caesar (John 19:12).

Paul wrote to reassure Christians that although their rulers did not worship Jesus, they were still accountable to Him (Philippians 2:10).  Also, although they did not know it, He would use them to fulfil His plans.  The government was God's servant!  Therefore, there was no place for civil disobedience, and every reason to keep the right side of the law - not just through fear of punishment but to keep a clear conscience (1 Peter 2:18-19).  Rulers were only in power by God's permission and were under His authority.  So, to disobey the government was to disobey God.

But there is no perfect politician, because sin is universal and affects even the highest human authority.  Nevertheless, submission to every authority is all part of God's plan.  A stable society is always better than anarchy and enables the gospel to spread (1 Timothy 2:1-6).  Some political systems allow the leaders to be challenged: take that responsibility seriously.  Other systems do not allow dialogue: respect it, trust that God is still using the leaders, and pray for them.

Above all, remember that the future of God's kingdom does not lie in the hands of people but of God.  He has His servants everywhere, even though many do not realise that they will have their final appraisal with Him.  So, pray that they may hear and respond to the gospel, and then learn to work with God who has granted them power.

Prayer 
Dear Lord. It is wonderful to know that You are the King of kings and Lord of lords. I am so grateful that every authority is answerable to You. Help me to honour those who are over me; even when their rule is harsh, knowing that You will achieve Your ultimate purposes by using or overruling them according to Your wisdom. Help me to keep the law of the land and keep a clear conscience before You. In Jesus' Name. Amen.
